Shifting the UK National Invasive Species Response to an Evidence-Led Framework

The Great Britain INNS Strategy 2015 was developed to coordinate the response to invasive species across England, Scotland, and Wales. However, as the 2020 revision cycle approached, it became clear that many large-scale management efforts were failing. Advanced Invasives was engaged to provide a scientific critique of the strategy’s terrestrial plant management protocols.

Brief

Ai was commissioned to:

  1. Critically evaluate the effectiveness of the 2015 GB INNS Strategy.

  2. Identify evidence gaps in current management, remediation, and habitat restoration approaches.

  3. Advise on a transition from reactive, anecdotal management to a proactive, evidence-led framework.

What we did

The team applied decade-long research from their ai:LAB facility to audit national policy performance:

  1. IPM framework design – proposed a four-tier Integrated Pest Management approach (Prevention, Monitor/Identify, Action Thresholds, Control) to replace ‘spray-and-hope’ methods.

  2. Eradication audit – analysed why ‘eradication’ often fails, identifying that persistent seed and bud banks (like Knotweed rhizomes) allow species to remain undetected for years after seemingly successful treatment.

  3. Species case studies – used Rhododendron and Water Primrose as ‘stress tests’ for the policy.

  4. Restoration strategy – highlighted that ‘successful’ management of one species (like Japanese Knotweed) often fails in the long term if it is immediately replaced by a subdominant invader (like Himalayan Balsam) because habitat restoration was ignored.

Key Outcomes

The response provided the UK government with a data-led ‘reality check’ regarding its environmental spending.

  1. Redefined objectives – challenged the use of the term ‘eradication’ in policy, advocating for biologically realistic ‘long-term control’ and ‘remediation’ to ensure project success.

  2. Economic sustainability – demonstrated how linking control treatments to plant biology (plant functional grouping and the ‘source-sink’ window) reduces herbicide use, labour costs, and carbon emissions.

  3. Policy roadmap – established that national strategy must account for spatial scales (site vs. catchment) and temporal traits (seed bank longevity) to deliver genuine Biodiversity Net Gain (BNG).

Commissioned by APEM on behalf of Defra, Advanced Invasives conducted a rigorous scientific audit of the 2015 Great Britain Invasive Non-Native Species (INNS) Strategy to address the failure of large-scale, reactive management efforts. By leveraging a decade of research from the ai:LAB facility, the project identified critical evidence gaps – particularly the failure of ‘eradication’ attempts that overlook persistent seed banks and habitat restoration – and proposed a transition to a proactive, four-tier Integrated Pest Management (IPM) framework. This strategic intervention provided the UK government with a data-led ‘reality check’ on environmental spending, redefining policy objectives toward biologically realistic ‘long-term control’ and ‘remediation’ to ensure national biosecurity goals and Biodiversity Net Gain (BNG) are achieved with maximum resource efficiency.
