This project focused on the development of a £500 million industrial facility on a 10-hectare site within existing port infrastructure. The site was heavily contaminated with various organic and inorganic pollutants, including a significant Japanese Knotweed infestation. Before agreeing to a 25-year lease, the client needed to ensure the landowner's remediation plans were actually viable.
Brief
Advanced Invasives (Ai) was commissioned to:
Perform a Structured Review – scrutinise the landowner's proposed remediation methods to determine if they were ‘fit for purpose’ for a long-term industrial lease.
Develop a New Knotweed Management Plan (KMP) – create effective, site-specific remediation methods where the existing proposals were found to be inadequate or risky.
What we did
The team comprised Dr Daniel Jones and Brian Taylor (Taylands Ltd), who was engaged by Ai to provide world-leading remediation expertise. We conducted a forensic-level investigation into both the physical site and the existing legal/technical proposals:
Historical mapping – Used aerial photography to reveal that 2.5 hectares (25% of the site) was infested with Knotweed, showing clear signs of failed historical treatments.
Financial & technical audit – reviewed previous proposals, including offsite disposal (£36 million) and onsite incineration (£5 million), which had been discounted as impractical.
Risk identification – evaluated the landowner’s alternative untried and uncosted interventions. Ai identified that these would cause 6+ month construction delays and lacked a scientific basis for success.
Biosecurity assessment – found that the existing recommendations for site hygiene were insufficient and likely to result in further contamination during the construction phase.
Key Outcomes
By providing a robust, evidence-led critique, Ai prevented the client from inheriting a flawed and high-risk management strategy.
Risk mitigation – the review highlighted that the landowner's plan deviated from best practice and carried significant hidden risks.
Strategic planning – Ai replaced the ‘unfit’ proposals with a workable KMP that integrated with the geotechnical and logistical challenges of a major industrial facility.
Commercial security – this intervention provided the client with the technical certainty required to proceed with the 25-year lease, ensuring that the £500m investment wasn't compromised by future Knotweed regrowth or legal liability.
