Surveying professionals face significant professional indemnity (PI) risks when dealing with Japanese Knotweed. To mitigate these risks and improve industry standards, The Sava School of Surveying sought to create a formal, accredited, higher-level vocational qualification that moved beyond basic ‘awareness’ into forensic survey and identification and legal management.
Brief
Advanced Invasives was commissioned to provide technical consultancy and curriculum design for two Level 4 Awards:
Identification – module focused on the forensic identification of Japanese Knotweed and other Invasive Non-Native Plant Species (INNS).
Law and management – module covering the complex legal framework and the scientific principles of effective management.
What we did
The Ai team utilised their academic and field experience to build a curriculum rooted in evidence-led practice:
Forensic survey & ID curriculum – developed training materials that teach surveyors to conduct property surveys efficiently while mitigating PI risk and identify plants at all life stages (including dormant winter stems and rhizome fragments).
Legal framework Integration – built a module around the evolving legal landscape, including the impact of the Williams and Waistell case and the specific requirements of the Law Society’s TA6 property information form.
Management science – translated complex research into practical guidance, teaching surveyors the critical difference between ‘long-term control’, ‘remediation’ and ‘eradication’ ensuring they can audit contractor management plans effectively.
Assessment design – advised on the technical parameters required for the Level 4 qualification to ensure it met rigorous vocational standards.
Key Outcomes
The collaboration resulted in the launch of two landmark qualifications that have redefined professional standards in the surveying industry.
National accreditation – established the Level 4 Award as a benchmark for competence, recognised by professional bodies and insurers.
Risk mitigation – provided surveyors with the technical confidence to identify infestations accurately, reducing the frequency of both ‘false positives’ (which cause unnecessary blight) and ‘false negatives’ (which lead to negligence claims).
Industry standardisation – by educating the ‘gatekeepers’ of the property market, the project has helped standardise the quality of advice given to homeowners and commercial developers across the UK.
